The Intra-Provincial Transmission Tariff (IPTT) allows customers to use our transmission lines to transfer power within the province of Saskatchewan. This includes from eligible suppliers to their partner’s facility(s) located elsewhere within the province as part of our Renewable Access Service, while also maintaining reliable backup service from us.

Please review the brief overview of the key steps and roles and responsibilities for a typical project below. These are guidelines only. We may modify based on the scope and complexity of the project.

The Licensed Renewable Supplier and the Renewable Access Service customer submit the application for Renewable Access Service.

Target timeline: 2 weeks


SaskPower issues the special contract for Renewable Access Service to the Renewable Access Service customer.

SaskPower issues the participation agreement (including an Exclusive Franchise Rights waiver) to the Licensed Renewable Supplier.

Target timeline: 2 weeks

Within 30 days of the participation agreement being executed, the Licensed Renewable Supplier submits the interconnection request form (pursuant to Standard Generation Interconnection Procedure) to SaskPower.

The Licensed Renewable Supplier submits the Intra-Provincial Transmission Tariff service request form to SaskPower.

SaskPower completes the system impact study and provides it to the Licensed Renewable Supplier.

Target timeline: 4 months

The Licensed Renewable Supplier provides written notice to proceed with the facilities study to SaskPower.

SaskPower completes the facilities study (including construction costs and estimated schedule) and provides it to the Licensed Renewable Supplier.

Target timeline: 8 to 12 months

The Licensed Renewable Supplier and the Renewable Access Service customer execute the Independent Power Producer Agreement.

The Licensed Renewable Supplier and SaskPower execute the Standard Generator Interconnection Agreement.

The Licensed Renewable Supplier and SaskPower execute the Intra-Provincial Transmission Tariff Service Agreement.

Target timeline: 1 month

The Licensed Renewable Supplier (or its agent) constructs the generation facilities.

SaskPower (or our agent) constructs the required transmission facilities.

SaskPower and the Licensed Renewable Supplier develop joint operating procedures and commissioning plan.

Target timeline: 6 to 24 months

SaskPower commissions and energizes the transmission facilities.

The Licensed Renewable Supplier provides SaskPower with the as-built package for the generation facilities.

SaskPower provides the Licensed Renewable Supplier with the model validation report for the generation facilities.

SaskPower provides the Licensed Renewable Supplier with the energization authorization letter and commissioning certificate for the generation facilities.

SaskPower provides the Licensed Renewable Supplier with the final cost report.

SaskPower moves the Renewable Access Service customer to the Renewable Access Service rate.

SaskPower invoices the Licensed Renewable Supplier for the Intra-Provincial Transmission Tariff.

SaskPower monitors operations to ensure performance requirements are met.
