SaskPower Selects PCL to Build Phase 2 of Regina Operations and Maintenance Complex

Phase two of SaskPower’s new Regina Operations and Maintenance Complex (ROMC) at the Global Transportation Hub is now underway.
Following a formal Request for Proposals (RFP) competition, PCL Construction Management Inc. was awarded a $95-million contract to undertake the work, which is expected to be complete in 2026.
“Phase two of the ROMC project will provide centralized accommodations for SaskPower’s transmission, distribution and safety groups, which will improve efficiency and overall site access,” said Rupen Pandya, SaskPower President and CEO. “We are committed to providing the best service to our customers, and this next phase will centralize operations for the Regina area and reduce operating costs though lower maintenance requirements.”
Phase one of the project began in 2021 and was completed earlier this year. SaskPower’s fleet, metering services and logistics groups have already relocated to the facility. Once complete, the complex will house approx. 800 SaskPower employees from several business areas.
“Like SaskPower, PCL is a company with long standing roots in this province,” said Mike Zurowski, District Manager for PCL. “We are excited to be a part of this project and see progressive investment that enhances their operations and has a positive impact on our community. At peak of construction, we will have approx. 150 local workers on site to deliver this project in the early winter of 2026.”
Once complete the ROMC will consist of seven buildings, spanning nearly 500,000 square feet over 110 acres.
