Customers in remote northern communities who have electrically heated homes often face high utility bills. We know this can be stressful to manage.

The New Home Rebate offers financial support to eligible communities to help make new home builds more energy efficient during the construction stage. This means new homes in these communities will use less energy and help residents save money on their bills.

The rebate is offered in partnership with the Government of Canada.

Who Can Apply?

The rebate is open to Indigenous communities who use electric heat as their primary heating source.

How Does the Rebate Work?

  • We’ll connect with eligible communities/homeowners to discuss their interest in participating.
  • Interested participants will submit an application form along with their original housing plans.
  • Once the application is submitted and approved, the participant will need to enter into an agreement with us to confirm the incentive payment schedule and process. The participant may also choose a qualified Service Organization (SO) from a list that we provide to deliver the program. This SO will be able to provide building plan support and/or energy performance verification support, if needed. If a participant has a SO in mind that is not on the list, they can contact us to discuss how to have their SO included.
  • After the SO and participant complete each required step, they’ll submit the documentation to us for review and issue the rebate. 

Rebate Details

There are 2 options available for participants to upgrade their new builds during the construction stage. This will meet Tier 3 or Tier 3+ energy performance standards. The National Building Code of Canada’s current minimum energy performance standard is Tier 2.

Tier 2 to Tier 3 recommended upgrades: 

  • Eligible upgrades to meet Tier 3 energy performance standards could include:
    • increased insulation, comprehensive air sealing, heat recovery ventilator, furnace fan and water fixture upgrades
    • duct and furnace sizing to prepare a house to be heat pump-ready
  • Rebate per home: up to $14,000 
  • Annual customer power savings: $1,048 on average

Tier 2 to Tier 3+ recommended upgrades: 

  • Participants must meet tier 3 energy performance standards as well as install a heat pump to be eligible
  • Rebate per home: up to $24,000
  • Annual customer power savings: up to $3,000 on average
